Gifted (K-12)

All school districts in the state of PA are obligated, under Chapter 16, to provide for the services of gifted students.  DSD presently serves identified students in grades K-12. District responsibilities include the identification of and programming support for these students in their areas of highest need  but corresponding to their achievement levels and rates.  The district has 2 teachers servicing our students via a combination of direct services, consultation and collaboration with regular education teachers on acceleration and extension groupings and activities. At the secondary level, students are also challenged through the selection of rigorous coursework, such as seminars and AP courses. The Gifted program is entirely funded via district dollars.  All staff assigned to a student  follow the student’s GIEP.

Guidance Mission Statement

The mission of the Donegal School District Counseling Department is to provide services that will support and enhance the academic, career, and personal/social growth and development of our students. Donegal School Counselors strive to prepare all students with the skills required to accomplish their personal goals and become productive members of society.

Homebound Instruction

Students who have a medical prescription for homebound instruction, those who are “too ill” to attend school, are provided 5 hours of tutoring/instruction per week.  Homebound instruction is paid for out of the general budget.  Parents are required to bring a medical physician’s request to the building the student attends. The physician’s letter must include:


1.       Medical diagnosis specifying the nature of the condition

2.       Reason(s) why this condition prohibits regular school attendance

3.       Estimated length of confinement. Homebound instruction is not to exceed 3 months    

4.       Other pertinent information the physician believes school personnel should know about     

          their treatment of the student


Our office then processes the request for the district and the state.

Psychological Services

Donegal School district employs 2 full time school psychologists, who help our students succeed academically, socially, and emotionally. They collaborate with administrators, educators, parents, and other professionals to create safe, healthy, and supportive learning environments for all students. One of their main responsibilities is the evaluation and identification of students in need of special education supports and services. 

Our school psychologists work with building level teams to identify the best solution for each struggling student and situation. They recommend a variety of strategies to address student needs and to improve school and district-wide support systems. The school psychologists work with students both individually and in groups.

The psychologists are active participants on various teams in each building and assist with the development of 504/Chapter 15 Service Agreements. They participate in regular and special education programs and meetings.
